Kenosha Harbor District reimagines and revitalizes downtown Kenosha by reconnecting the urban core to the waterfront and creating a vibrant, walkable district for residents and visitors. The redevelopment introduces shops, restaurants, hospitality, workspaces and residences designed to support long-term economic growth, cultural activity and community connection.
Developer and Construction Manager
COBALT SMITH serves as developer and construction manager for the Kenosha Harbor District. The combined entity brings together the expertise of Cobalt Partners and C.D. Smith Construction to lead planning, development and delivery.
Responsibilities include:
- Vision and Planning: Advancing the overall development strategy and master plan implementation.
- Financial Management: Securing funding, managing project budgets and maintaining financial viability.
- Tenant Acquisition: Attracting a diverse mix of retail, restaurant, office and residential tenants.
- Community Collaboration: Engaging stakeholders throughout the development process.
Architect – Block I
PRA provides architectural design services for the Block I apartment building within the Kenosha Harbor District redevelopment. The first phase includes:
- 158 apartment units
- Underground parking
- Lobby and resident amenities
- Two community rooms
- Fitness room
- Second-floor rooftop courtyard with outdoor amenities

Karrick Reaches Major Milestone | From Beneath the Hard Hat® | May 2026
The first completed phase of the Kenosha Harbor District reached an important milestone in May 2026 with the ribbon-cutting and opening of Karrick.
Karrick brings more than 150 apartment homes and community amenities to downtown Kenosha's waterfront. Residents are already calling Karrick home, helping bring new activity and investment to Kenosha's lakefront.
The opening marks a significant step in the ongoing Harbor District redevelopment and reflects the partnerships that continue building momentum for future phases of development.
Partnerships between Cobalt Partners, Summit Smith Development, Plunkett Raysich Architects, the City of Kenosha and many others helped bring this vision to life and continue shaping the future of the Harbor District.
