City of La Crosse Wastewater Facility Expansion Project Updates

Modernization of aging infrastructure at the City of La Crosse Isle La Plume Wastewater Treatment Facility is underway, upgrading some components that date back to the 1930s.

The current plant treats post-consumer water for the City of La Crosse and surrounding communities. In the improved facility, phosphorus discharge limits will be tightened from one milligram per liter to a tenth per liter. The state-of-the-art addition of a chemical filtration system will improve water quality.

These improvements will unlock intrinsic capacity in the facility, enabling future growth for the community and industries.

Sludge is a byproduct of waste treatment. The nutrient-rich liquid is used as fertilizer. With an environmentally friendly biogas-fueled engine and sludge dryers, we can minimize the number of semi-trucks used to haul the fertilizer away. Renewable solids produced from the heat drier can be burned to produce heat and electricity. This new system will supply electricity for the entire wastewater treatment facility and adjacent properties.

New technologies will screen debris from the flow, minimize energy demand, thicken the sludge, produce electricity from waste and eliminate phosphorus from the effluent. Through this effort, the City's team is learning new processes to operate this facility now and long into the future.

July 27, 2022 Project progress of upgrades being performed at the La Crosse Waste Water Treatment Plant at 905 Joseph Houska Drive in La Crosse, Wisconsin

Please enjoy this progress video of the ongoing construction. The footage you are viewing was taken in July of 2022. Construction began in May of 2021 and is scheduled for completion early 2024.

The scope of work shown in this video update includes:
» New east digester building
» New biosolids drying building
» Existing aeration tank modifications

The total scope of work includes:
» New dryer building with green energy production
» New enhanced effluent treatment building
» Upgraded to the sludge treatment process
» Full electrical upgrade with all new facility-wide main electrical replacement
» New digester building for digester heating and mixing

Driven by a need to meet new Wisconsin state standards on phosphorus pollution, the roughly $68 million expansion aims to make La Crosse's waste operations more environmentally and cost-efficient. Completion of this iconic sustainability project is slated for early 2024.

This week marked a significant milestone for the La Crosse - Isle La Plume Waste Water Treatment Plant (WWTP) Upgrades Project. The precast building panels for the new dryer building arrived onsite and setting began. One year of planning and coordination has gone into delivering the precast architectural panels for the project. All penetrations and equipment loading had to be accounted for before release for fabrication.

The total install time of the precast panels will take place over the next three weeks. Once completed, the floors and equipment installation will begin in the interior of the building. C.D. Smith is self-performing install of the Precast concrete with crane support from Dawes Cranes. Wells Concrete Products supplied precast panels for the project.

» You can see the construction of the foundation for the new dryer building (500).
» Notice the final clarifiers and aerations tanks.

The focus of construction for the upcoming months will be the dryer building and the work on the bypass channels around the aeration tanks and setting the foundation for the east digester building.

Look for big changes in our next video as we move forward and document our progress in 2022.

City of La Crosse Wastewater Facility Expansion Project Breaks Ground


Wastewater treatment plant upgrades include improvements in reliability, biological treatment, energy efficiency, future capacity and flood resiliency.

 

LA CROSSE, Wis. - May 20, 2021 - La Crosse city officials celebrated a groundbreaking on Tuesday, May 18, kicking off the new $68 million infrastructure project at the La Crosse Isle La Plume Wastewater Treatment Facility. The site provides stabilization of wastewater discharges from the City of La Crosse as well as the municipal partners of La Crescent, Campbell, Shelby and Onalaska. The start of this project marks a major milestone in regional collaboration for reliability improvements with additional upgrades for regulatory changes, energy efficiency, future capacity and flood resiliency.

C.D. Smith is proud to perform the construction work and be a part of building the facility for implementing new technology that will help do the important job of cleaning the water, improving the environment and protecting the great citizens of La Crosse. The project is expected to take about three years to complete.
